HMP MEMO: On Dobbs Anniversary, 10 Ways Republicans Are Still Attacking Reproductive Freedom

Washington, D.C. – It’s been three years since the Supreme Court’s disastrous decision to overturn Roe v. Wade, and while the headlines may have shifted since the 2024 election, reproductive freedom remains under attack—and House Republicans are leading the charge.

According to new Navigator Research polling, support for reproductive rights remains strong. Americans support abortion rights by a 22-point margin, and overwhelming majorities say they would not support a politician who backs bans on contraception (75%), IVF (68%), or abortion (66%). Democrats in Congress are also trusted far more than Republicans to protect reproductive freedom.

“The GOP’s war on reproductive freedom is as extreme as it is unpopular, and HMP is making sure every vulnerable House Republican has to answer for it in 2026,” said House Majority PAC National Press Secretary Katarina Flicker. 

In just the few months since Republicans took control of the White House, the House, and the Senate, here are 10 ways they’ve attacked reproductive health care:

  1. Defunded Planned Parenthood: House Republicans voted to strip funding from Planned Parenthood, which would cut off access to essential care—including birth control, STI testing and treatment, cancer screenings, and wellness exams—for over 1.1 million American women. Even GOP Rep. Mike Lawler (NY-17) admitted that defunding Planned Parenthood would be like “running into a hornet’s nest.”
     
  2. Stripped Abortion Coverage From Affordable Care Act Plans: House Republicans voted to block federal support for ACA plans that cover abortion, jeopardizing care for over 3.7 million people and dramatically raising out-of-pocket costs for those seeking abortion care. 
     
  3. Blocked IVF Access: During markups for their so-called “Big Beautiful Bill,” House Republicans on the Ways and Means committee voted down a $15,000 tax credit to help families afford fertility treatments like IVF.
     
  4. Revoked Emergency Care Protections: Republicans rescinded federal guidance clarifying that hospitals must provide emergency, life-saving abortions under the Emergency Medical Treatment and Labor Act (EMTALA)—a move that will further confuse ER doctors and put women’s lives at risk.
     
  5. Cut Medicaid: House Republicans voted for deep cuts to Medicaid—the largest payer of sexual and reproductive health care services in the country.
     
  6. Called To Restrict Mifepristone Access: Republicans called for a “complete review” of mifepristone—a medication with decades of proven safety and used in more than half of all abortions nationwide. 
     
  7. Withheld Title X Funding: Republicans withheld Title X funding from Planned Parenthood and other providers—putting care at risk for over 800,000 low-income patients who rely on it for birth control, STI testing, and other essential services. Title X is the only federal program in the country dedicated to providing family planning services like affordable contraception, STI testing and cancer screenings to uninsured and underinsured individuals.
     
  8. Slashed Global Contraception Funding: Republicans cut funding for global contraception programs, which is projected to leave nearly 50 million women across the world without access to birth control and result in “more maternal deaths and an overall increase in poverty.”
     
  9. Gutted Maternal Health Programs: Republican layoffs at HHS have decimated programs covering maternal healthcare and reproductive medicine like IVF—a move that public health experts say will “make it more dangerous to be pregnant in the United States.” 
     
  10. Rolled Back Reproductive Rights For Service Members: Republicans rescinded Biden-era protections that supported service members forced to travel for abortion or fertility care—ripping away critical access for troops and their families.
