House Majority PAC Announces Senior Leadership Team

House Majority PAC’s new Executive Director will be Capitol Hill and campaign veteran Abby Curran Horrell. Horrell has almost two decades of experience in Democratic politics, most recently serving as chief of staff to Congresswoman Annie Kuster of New Hampshire for the last six years.
House Majority PAC’s leadership team will also include Courtney Ryan as Deputy Executive Director for Finance and Elis Ribeiro as Chief of Staff. The leadership team will build on House Majority PAC’s successful $95 million organization that made groundbreaking investment to win the House in 2018. Horrell, Ryan and Ribeiro join veteran strategist and campaign operative, Robby Mook, who was previously named as the new President of the organization.

Prior to working for Kuster, Horrell worked at the Democratic Congressional Campaign Committee (DCCC), where she served as the Northeast Political Director in the 2012 cycle and on the independent expenditure team in the 2010 cycle. She managed former Congressman Baron Hill’s successful comeback bid in 2006, and has held additional senior roles in campaigns at the presidential, gubernatorial, US Senate, and US House level. She is a graduate of the University of Virginia and lives in Alexandria with her husband and two young children.
Courtney Ryan was House Majority PAC’s Finance Director during the record-breaking 2018 cycle and helped double the organization’s fundraising between 2016 and 2018. She was also on HMP’s finance team in the 2016 election cycle. Prior to joining HMP, she was a candidate fundraising director at the DCCC, where she advised dozens of congressional campaigns across the country. Courtney was also a fundraising consultant to several federal and state campaigns and organizations, and served on the development team at America Votes. She is a graduate of Villanova University.
Elis Ribeiro has over ten years of experience working in Democratic politics. She has served as the Chief Operating Officer at House Majority PAC since 2015. Prior to joining HMP, she served as the Operations Director of the DCCC’s Independent Expenditure. In the 2012 cycle, she served as a Regional Operations Director at Obama for America, President Obama’s national re-election campaign. She has worked on US Senate and gubernatorial campaigns in Ohio. She received a B.A. with honors in Political Science and History from Case Western Reserve University.
